In 1867, on the way from Shantou to Niuzhuang, the American merchant ship Luo Mei lost its direction in a storm and drifted to Qixingyan and hit a reef and sank. , others were captured and killed by the aborigines in Sheding, known as the Luofa incident. In addition, in 1871, the Ryukyu people were also killed in the area of Nanjiao, known as the Bayao Bay Incident, which also triggered the Peony Club Incident of the Japanese army attacking Taiwan in 1874. The U.S. and Japanese governments therefore requested the Qing Dynasty to set up a lighthouse here.
